Turnbull's Australia - April 2016

In September 2015 Malcolm Turnbull decided to resign as a minister in Mr Abbott’s Liberal Party cabinet and announced that he would challenge him for the Liberal leadership. Liberal parliamentarians later voted on the challenge, and deposed the hapless Mr Abbott as their leader by 54 votes to 44, making Mr Turnbull Australia's new prime minister.

Gaffes galore

Palace coups were not new to Australia. Indeed, most Australians probably felt that it wouldn’t be Australia if their party leaders were respected or felt secure. The feuding Labor Party ( the leaders of which had been described by the author Germaine Greer thus:  ‘Gillard is as likeable as Rudd is charmless. She is self-deprecating; he is ludicrously vainglorious. She is a mistress of understatement; he is a ranter.’) had imploded into a wave of internal bickering which rendered it incapable of winning the 2013 election. Elected Prime Minister, Tony Abbott had disappointingly seemed to be as gaffe-prone as any of the Labor hierarchy. The gaffes quickly made him politically vulnerable and increasingly unpopular within the Liberal ranks. As the waves of unpopularity began to lap around his feet, in early February 2016 he had to stave off the prospect of a leadership contest when the Liberal Party voted against the idea by 61 votes to 39. However, the 22 vote margin hardly amounted to a vote of confidence. To many Liberal supporters it was merely a reflection of the lack of any obvious alternative.

Elsewhere in Australia, however, political changes were afoot, but in the opposite direction. In late January 2015, the Queensland Prime Minister Campbell Newman had rashly called a snap election hoping that he would not be tarred with the Mr Abbot brush.  Abbot’s falling poll ratings certainly risked endangering his party's electoral survival both locally and nationally. Mr Newman’s fears turned out to be well founded, he and his party were shown the electoral door and Queensland’s Labor party leader, Annastacia Palaszczuk found herself nominated Queensland’s premier. This had not been in the Liberal Party’s script although the opinion polls had clearly predicted that the Labor party were likely to win.   

 

Events in Queensland only served to make Mr Abbott’s leadership look even rockier. His gaffes had soon come home to roost with the electorate. The London Economist quoted a  survey that suggested that over 40 per cent of Australians would prefer Mr Turnbull as Liberal leader.Mr Abbott’s support was put at 15 per cent. 

 

Kazakhstan  February 2016

In Kazakhstan, so it would seem, giving interviews to respected international newspapers is a dangerous business. Or at least it was for the erstwhile chief executive of the National Investment Corporation (NIC) of the national Bank of Kazakhstan, one Beril Otemurat who was unwise enough to talk to the London Financial Times. Mr Otemurat’s mistake was to go on record to the London Financial Times (FT) that he was worried about the future of the country’s sovereign wealth fund.

 

According to Mr Otemurat – and few were better placed than him to know – since reaching a high of US$77.2 billion in 2014, the wealth fund had shrunk somewhat, by around 16 per cent in the space of a year. The London Business School educated banker also told the FT that official forecasts suggested that the fund’s reserves were due to pay out a further US$28.8 billion in the period up to 2019 to help soften the impact of lower (and still falling) global oil prices, falling demand from China for commodities and the parlous state of the Russian economy, another important client state for Kazakhstan. According to the Asian Development Bank, and the International Monetary Fund, Kazakhstan’s gross domestic product’s (GDP) annual growth rate was expected to fall back to l.5 per cent in 2015, from the 4.3 per cent registered in 2014. This was a far cry from the heyday annual growth rates averaging over eight per cent between 2000 and 2011. If the fall in GDP growth was worrying, the performance of the NIC was even worse. In the five years up to 2015 it had averaged less than an annual two per cent, well below expectations, and certainly below the growth rates returned by comparable funds. 

 

 

Iran, January 2016

Iran is, in many respects a country in disguise; its leaders’ disguise enables them to portray themselves as an almost medieval theocracy while enjoying the material creature comforts of the21st century. It also enables the middle classes - for the most part - to act in public as a happy band of Islamic believers while wearing Prada or Tommy Hilfinger or enjoying an occasional illicit whisky when relaxing at home. 

The Real Deal

In July 2015, however,  there was little disguise about the relief felt by most Iranians on hearing that after months of negotiations, the non-nuclear agreement between Iran and the P5+1 group of countries (the five permanent members of the United Nations Security Council plus Germany) six-nation negotiating team was finally signed. Under the deal Iran would end the enrichment of uranium over the figure of 3.67per cent for a period of 15 years and would destroy advanced production equipment.  Iran’s uranium enrichment programme was to be reduced to one facility, that at Nantaz. This would reduce the number of functioning centrifuges by two thirds. The nuclear enrichment site at Fordow was to become a research centre.  Inspectors from the International Atomic Energy Agency (IAEA) would in future be able to demand access to any Iranian nuclear site. Any refusal on the part of Iran would be immediately passed to an independent arbitration panel.

In return, the restrictions on Iranian banks would end and some US$150 billion of overseas Iranian assets would be released. The oil embargoes, trade restrictions and financial sanctions in place would all be waived. However, in the case of a breach of its undertakings by Iran, the sanctions would be instantly reinstated. After a period of five years during which Iran had fulfilled its obligations, the United Nations arms embargo would be ended, and the parallel limitations on misssile technology development would also be ended. On Tallinn's Old Town Rataskaevu Street, two restaurants face each other, vying for visiting customers. Outside one, the Hermitage, a Russian registered car is casually parked at a 45 degree angle to the sidewalk's kerb, seemingly unaware of any parking protocol or restrictions. At the Hermitage, the staff appear to be Russian speakers, correct but barely smiling; the formal atmosphere is maintained by ultra correct waitresses who hsitate to enjoin conversation. Opposite, is the Old House restaurant - most famous customer Hilary Clinton - where the waitresses are laid back and chatty, the décor is quirky and the food quirkily unorthodox. Between the two restaurants, life goes past, goes on. The two coexisting restaurants unwittingly reflect the structure of Estonia's population - 25 per cent are Russian speakers - and its politics. the leading opposition poarty, headed by Tallinn's Mayor, has close ties with Vladimir Putin's United Russia Party.' 

'Estonia first came into existence as an independent body politic in 1918 at the end of the First World War. However, for 51 of the intervening years it was a Russian fiefdom, a reluctant member of the USSR. In 2015 roughly one quarter of the population are Russian speakers. Those who have either failed the state’s Estonian language test, or couldn’t be bothered to take the exam, hold second class ‘Alien’s passports’. Estonia’s total population is only 1.35 million, but as in the Ukraine, its Russian speakers tend to be concentrated in particular townships. One such grouping is in Narva, close to the Russian border where ninety per cent of the population are Russian speakers.'

 

Australia 2015, June 2015

And once you have entered it, you will never leave it.’ This description of the Australians by the late John Patrick O'Grady has a ring of truth to it.

Governing…. just

If Mr O’Grady’s description is in any way accurate, it certainly explains why an ability to govern with a light touch has not always been the uppermost feature of Australia’s leaders. A year and half after his election victory over the feuding Labor Party ( the leaders of which were described by the author Germaine Greer thus:  ‘Gillard is as likeable as Rudd is charmless. She is self-deprecating; he is ludicrously vainglorious. She is a mistress of understatement; he is a ranter.’)  Prime Minister Tony Abbott certainly seemed to be as cack-handed as many of his predecessors.

'Poor Dilma; having scraped home with an uncomfortably narrow majority (three per cent of the vote) in the 2014 Presidential election, the first few months of 2015 saw things go from bad to worse. The President’s approval ratings appeared to be in free fall, slumping to a lowly 13 per cent by March 2015, the lowest ever seen for a President with the exception of the subsequently impeached Fernando Collor in 1992. Ms Roussef’s supporters could only wonder how things could possibly have gone so wrong. How had their one-time firebrand heroine gone from being the scourge of Brazil’s establishment to preside over a litany of unparalleled malfeasance. The humiliating defeat of the nation’s football team by Germany had come to symbolise the moral and professional distance that existed between Europe’s largest economy and its Latin American counterpart.'

Armenia May 2015

'Today I shall call this Armenian genocide. I think that we, the US government, owe you, our fellow citizens, a more straightforward and honest discussion of this problem. I can tell you as a person who has studied this problem - I have no doubts about what happened.I think that it is inappropriate for us, the Americans, to play with words in this case. I believe that we must call a spade a spade.

Sadly – in 2015 - the hundredth anniversary of the deaths of hundreds of thousands of Armenians risked passing by almost imperceptibly in most of the world's countries. That such a tragedy could be so easily forgotten was in itself an indictment of human callousness.  That this was the first time that the term ‘genocide’ became used to describe the tragedy was in itself a sad legacy. The massacre of so many Armenians came in the dog days of the once impressive Ottoman Empire. 

As Turkey’s colonial project faltered in the days before the First World War, so it was that thousands of Turks, rendered homeless by the wars in the Balkans and in the Caucasus began to return to the homeland.  This wave of immigration created the growth of Turkish nationalism, promoting a change of ethos within Turkey; what had once been a hugely successful multicultural enterprise became more closely identified with Turkish nationalism and the establishment of an essentially Muslim (Sunni) nation state.

Whether there actually was a plan to wipe out the Armenian population,  or whether the notion simply established itself is still a matter of debate a century later. Most neutral historians favour the notion that in June 2015, a decision appeared to have been taken by the Turkish authorities to deport the civil Armenian population.

The Armenian diaspora is spread throughout the Middle East, Russia, the USA, France, Canada, Argentina and a host of other countries. The hope of many Armenians is that, sooner or later, Turkey will have to come clean and apologise for the events of the early twentieth century.  Within Turkey there does seem to have been a wider acceptance that a crime was committed. However, this view sits uncomfortably with the increasingly hard-line Islamist political position of the recently elected President (and former Prime Minister), which continues to be one of rejection, silence and denial. Meanwhile, international diplomatic pressure continues to make itself felt; statements by Pope Francis have demanded that Turkey accept responsibility, and even President Obama in a carefully worded statement has made his position clear. Even Turkey’s Kurdish community seems to have come to terms with the need to accept responsibility. However, Turkey has had some success in avoiding the acceptance of the term genocide internationally. Of the 28 member states of the European Union, 17 still refuse to accept the term genocide and prominent members of the international academic and legal communities have had recourse to the accepted (1948) definition of genocide as limiting the definition to ‘certain constitutional acts’ supported by a clear and ‘specific intention.’
